The effects of rationing home-help services in Spain and Sweden: a comparative analysis

In both Spain and Sweden the most important public support for older people that is provided in their own homes are home-help services. In Sweden, these programmes were expanded in years of economic growth but recently have radically declined. Spain still strives to expand them in spite of financial problems. Both countries ration these services but in different ways. Spain provides relatively few hours of help with household tasks, primarily to poor old people. At present, one to two per cent of the 65-plus population is covered. Local government is still trying to reach more people to relieve pressure on limited institutional care. Settore ICAR/21 - UrbanisticaIn a framework in which the crisis is globalized but unequal and in the absence of a welfare system capable of responding to the urgencies of the most marginalized contexts and social groups a response to the new social and individual needs has been offered by networks of solidarity and from bottom-up mobilization practices that play a role of territorial agency often independently or in the absence of institutions. In the Palermo context a commitment made by a plurality of cultural subjects already active in the area gathered in a public assembly (Palermo si cura) during the period of the first lockdown gave rise to mutual aid actions to respond to the economic emergency and social and offer a proposal to cure the fragility of the city based not on charity but on the claim of a political dimension of collective action. Starting from the analysis of initiatives such as "Un sorriso per Ballarò" and "Abbiamo un (bi)sogno" the contribution analyzes the role the incidence and the fragility of these experiences in providing answers - often filling gaps - to a general interest and how these processes of value creation can hopefully contribute to the construction of local government policies capable of addressing emerging issues.

Settore SECS-P/07 - Economia AziendaleQuality in delivering public services has been recognised as a major issue challenging performance in the public sector as well as the ability to operate effectively and within budget constraints. Empirical findings shown by the literature demonstrate that concrete efforts have been produced towards the evaluation and improvement of satisfaction levels of citizens and other Public Administration’s ‘customers’. However still today this issue portrays many unresolved criticalities particularly concerning the methodological approaches and operative tools to adopt in order to integrate ‘customer satisfaction’ programs with the wider organisational control system in each public administration. This paper adopts a non-conventional view of the ‘customer satisfaction’ concept. This is currently meant as a matter of social reporting or even statistical analysis based on the users’ perceptions on the level of provided services by a given (front office) unit in the public sector. Here an inter-institutional perspective is adopted with a view to map the overall value chain leading to the final product delivered to citizens or the community. Inside this chain tracking the underlying administrative products delivered by back-office units to their ‘internal clients’ in the public administration is recommended as a fundamental step to understand how to improve performance in satisfying citizens’ needs. This should also require a proper link between the administrative units’ goals and performance measures to the desired efficiency and effectiveness of processes leading to the attainment of administrative products providing the basis of the final services delivered to the private sector. Based on first empirical findings from field analysis in the Italian context the paper aims to outline an approach which could assist both politicians and managers to better assess and improve performance according to a customer satisfaction perspective.
