Supporting public sector management through simulation-based methods: a dynamic performance management approach

AbstractThough it draws a number of precursors, simulation-based techniques applied to traditional performance management frameworks constitute a novel approach to support public sector institutions in framing organizational performance dynamics and, as a result, improving public service delivery. This paper aims at contributing to the improvement of the outcomes achievable from the use of traditional performance management systems in the public sector by combining them with a simulation-based method named System Dynamics modeling. Such an approach is called Dynamic Performance Management.

Transformation by stealth: the retargeting of home care services in Finland

This paper analyses the trends and changes that home care services for older people have undergone during the last two decades in Finland. The data used come from national social care statistics, covering the time period from 1990-2010. The results show that, in contrast to many other European nations that have expanded their home care provisions, the coverage levels in Finland have dropped dramatically during this period. Those with the highest needs do receive increased amounts of support, but others have become excluded from publicly funded home care provisions and often need to rely on family members. Patronage and the Public Service: A Dynamic Performance Governance Perspective

Patronage is one of the enduring issues in public administration. Although the virtues of merit-based recruitment and retention in the public service are extolled widely, patronage of some form persists in many, if not most, countries. By using system dynamics modeling applied to performance governance, this chapter provides an analysis of both the pathological and the eufunctional aspects of patronage appointments in the public sector. It also considers the potential virtues of using patronage appointments. In addition, using a dynamic performance governance model, we examine how patronage may actually improve the performance of public services.
