Dynamic graphics in Excel for teaching statistics: understanding the probability density function
In this article, we show a dynamic graphic in Excel that is used to introduce an important concept in our subject, Statistics I: the probability density function. This interactive graphic seeks to facilitate conceptual understanding of the main aspects analysed by the learners.
An academic performance indicator using flexible multi-criteria methods
Composite indicators are a very useful tool for conveying summary information on the overall performance of institutions and facilitating decision-making. Increasingly, there is a demand for indicators that allow performance to be assessed after the implementation of a strategy. This has several difficulties, and in this paper, we address three of them: how to evaluate at different points in time, how to estimate the weighting of the criteria and how to normalize the data. Our proposal is based on multicriteria techniques, using a recent method, uwTOPSIS, and is applied to data collected from 2975 students enrolled in the first year of science and engineering at the Industrial University of…
Public Service Media’s Funding Crisis in the Face of the Digital Challenge
The funding crisis of Public Service Media (PSM) is also a crisis affecting its legitimacy, business model, audience, innovation and transformation required to adapt to the current digital ecosystem, which is dominated by the changes in the access and consumption ways available to citizens, as well as by the new telecommunications global players. Eleven European countries have cut back the budgets of their public service media organizations during the past five years, and those which haven’t done it yet are facing adjustment plans until 2020. Besides financial pressures, European PSM is also facing increasing opposition from private operators, populist parties and the constant appetite for …
HOW TO ASSESS STRATEGIES OF PUBLIC CULTURAL BODIES: the case of the culture and de velop ment strateg yin Spai n
ABSTRACT: Culture has significantly evolved in its consideration as a key factor in development. This has been dueto the progressive incorporation of the cultural component in the development strategies. This has made necessarythe measurement of the impact of such policies, through monitoring and assessment of programs that are made. Inthis context it is essential to construct basic assessment tools for implementing these processes and, more specifically,to build a system of indicators that supports future decision making processes. In this paper we consider twostrategic lines of action in the Spanish Cooperation Strategy for Culture and Development: Human capital trainingfor cultural manag…
Un sistema de indicadores para el seguimiento y evaluación de la gestión sostenible del patrimonio cultural
This paper describes the general procedure followed to build a system of indicators for monitoring and evaluating the Strategy for Culture and Development of Spanish Cooperation. Taking the Sustainable Management of Cultural Heritage as a reference, in this study an approach is made to questions relative to: 1) the process of evaluating a list of indicators by a panel of experts using the Delphi technique, 2) the definition and calculation of a relative operational index, 3) the process of indicator selection, and lastly, 4) how the selected indicators were assigned to form part of the basic or strategic dimension on which the system is structured. En este trabajo se describe el procedimie…
Design of a basic system of indicators for monitoring and evaluating Spanish Cooperation's Culture and Development Strategy.
Objective: This article describes the process implemented in order to define and build up a Basic Monitoring and Evaluation System for Spanish Cooperation’s Culture and Development Strategy (CD-S). Research Design: Delphi techniques were used to assess a wide catalogue of indicators for each of the strategic areas included in the CD-S. Afterward, those indicators considered most suitable for monitoring and evaluating purposes were selected based on the assessments provided by a panel of experts. Results: As a consequence, the resulting system, made up by a total of 80 indicators, was designed to be a practical, manageable, and targeted tool for its potential users, who include managers and …
Construction of quality indicators based on pre-established goals: application to a colombian public university
This study creates indicators of adequacy and excellence based on multiple-criteria decision-making (MCDM) methods and fuzzy logic. The calculation of indicators presents two main difficulties: The nature of the data (numerical, interval, and linguistic values are mixed) and the objective of each criterion (which does not have to reach either the maximum or the minimum). A method is proposed, based on similarity measures with predetermined ideals, that is capable of overcoming these difficulties to provide easy-to-interpret information about the quality of the alternatives. To illustrate the usefulness of this proposed method, it has been applied to data collected from students across nine …
A methodological proposal for designing a local cultural indicators system based on the strategic planning
This paper aims to propose a theoretical framework for designing a Local Cultural Indicators System by considering the one provided by UNESCO for Cultural Statistics and the A…
A System of Indicators for Evaluating Public Broadcasting Corporations
We describe an operational procedure to build an integrated information system (IIS) for monitoring and evaluating the performance of public broadcasting corporations (PBC). The procedure grounds in a conceptual framework derived from evaluation models, and consists of two stages. The first stage is the selection, through expert judgment, of simple indicators that illustrate the most relevant aspects of the corporations. The second stage is the definition of a system of indicators related to each level of the hierarchy of objectives planned by the corporations. The system of indicators has two levels. The first level is a basic indicator system that allows description and monitoring of the …

The currently dominant scientific production model in the field of Communication exhibits an excess of standardization towards mainly empirical work that is overwhelming caried out using quantitative techniques based on simple statistical analyses, in many cases limiting the presentation of results to a reading of the available data. This article presents an innovative proposal in this area, designed as a new form of dissemination and scientific presentation, with the objective of constructing three composite indicators that, when applied to European public service media, will enable the assessment of the perception of their social value, independence, and management efficiency. Another aim…
