Administrative Capacity as a Constraint to Fiscal Decentralization. The Case of Romania and Poland

This paper considers the problem of administrative capacity as one of the main requirements that the accession countries seeking EU membership had to meet, and as a prerequisite to the decentralization of their public sectors and public finances. The selected decentralization problems are analyzed using the cases of two countries: Romania and Poland. The results of a theoretical and practical evaluation of administrative capacity as a likely obstacle to fiscal decentralization are presented taking account of the different levels of decentralization in Poland and Romania. Species-Specific Antioxidant Power and Bioactive Properties of the Extracts Obtained from Wild Mediterranean Calendula Spp. (Asteraceae)

In this study we focused on four taxa of the genus Calendula (C. maritima, C. suffruticosa subsp. fulgida, C. arvensis, and the hybrid between the first two ones), collected in Mediterranean area (Sicily). Six extracts for each species were obtained using solvents with increasing polarity (hexane, ethanol 80%, acetone 70%, and water) and through extraction by supercritical fluids (SFE). It has been observed that the solvent with the highest extraction efficiency was ethanol 80% for all species. However, SFE extracts showed high antioxidant activity comparable to the ethanol 80% extract (polyphenol, DPPH, and reducing power method). Molecular Basis for Endocrine Disruption by Pesticides Targeting Aromatase and Estrogen Receptor

The intensive use of pesticides has led to their increasing presence in water, soil, and agricultural products. Mounting evidence indicates that some pesticides may be endocrine disrupting chemicals (EDCs), being therefore harmful for the human health and the environment. In this study, three pesticides, glyphosate, thiacloprid, and imidacloprid, were tested for their ability to interfere with estrogen biosynthesis and/or signaling, to evaluate their potential action as EDCs. Conceptualizing and Measuring the Perceived Value of an Arts Venue as Applied to Live Performance

International audience; This paper mobilizes the concept of value to investigate the influence of physical surroundings on artistic experiences. First the literature on value is reviewed to ascertain just how useful the concept is for understanding the physical environment. The use of the concept supplements other research perspectives on the issue of physical surroundings (sensorial marketing, appropriation). There follows a presentation of the various stages in constructing a scale of perceived value applied to live performances. The paper concludes with a discussion of results (contributions, management implications, research limits, and avenues for further inquiry).
