Resilient urban governance: Adaptation and innovation in the face of the Coronavirus pandemic

2023

The pervasive, unpredictable, and unmanageable outcomes gener- ated by the coronavirus pandemic portray many features of what have been defined as “super-wicked ”problems ( Levin et al., 2012 ). In this regard, defeating COVID-19 is not the only issue. The main problem is, rather, how to make our societies more resilient also to possible similar kinds of viruses that might affect our lives in the near future, provided the structure of the socio-economic and ecological systems where we live. As noted by Levin et al. (2012 , p. 124), ‘super-wicked’ problems “comprise four key features: time is running out; those who cause the problem also seek to provide a solution; the central authority need…

Leveraging Collaborative Governance: How Co-production Contributes to Outcomes and Public Value in a Small Town

2020

Collaborative governance is increasingly considered an effective approach to improve outcomes and public value. This chapter focuses on co-production as an instrument to implement collaborative governance at local level. It is not uncommon that small towns develop co-production processes to deliver cultural and touristic services. Out of a literature review, the study develops a Dynamic Multidimensional Performance Management framework to explore the impact of co-production on community outcomes. To this end, this chapter discusses the case “Museo Civico di Castelbuono (MCC)”,which concerns the co-production process of the guided tour of the museum’s venue. The resulting model provides insi…

2011

In the twentieth-century Italy, as many other densely populated European countries, has been characterized by a progressive reduction of the forest cover, specially in the southern Mediterranean regions. Generally, the mountain areas developed a forest based economy, especially in north east Alps and in the Mediterranean Apennine inner mountains. Several distinctions must be taken into account, for example with regard to ownership of the woods. On the Alps, generally the forest are municipal, community or private properties. In the Mediterranean Apennines inner areas there are many wide state owned forest, followed by municipal properties, while the private property is, on average, less dif…

The appropriate legal and administrative measures: The Florence Charters and legislation governing the identification, listing and protection of hist…

2021

40 years ago, the ICOMOS-IFLA and Italian Florence Charters canonized historic gardens as cultural heritage. However, neither document has legal force, so they are only influential if voluntarily accepted and translated into legal or administrative measures. This paper uses the city of Palermo, (Sicily) to compare the policy recommendations made in the Florence Charters to the international, Italian, regional and municipal policy that effectively governs historic gardens. Because of its autonomous privileges, Sicily governs its heritage differently than the rest of Italy, and in many ways this independence exacerbates problems in historic garden conservation and management. The Covid-19 pan…
