This paper addresses the question of the origin of the partial transcription of Gaius’ palimpsest still preserved in the Capitular Library of Verona (BCapVr, Cod. DCCCIX) and allows to solve the pretended «mystery» about its presence in this library. A comparison with the fair copy (Reinschrift) of the transcription belonging to the Berlin State Library – Prussian Cultural Heritage (SBB-PK, Ms. lat. fol. 308, K. 1, Konv. 1) shows that the Cod. DCCCIX of the Capitular Library can not be regarded as a forgotten copy or a gift. Similarly, the idea that the manuscript was the first fair copy of the transcription works is not plausible. The rise of the hybrid model of art museums and cultural institutions. The case of Barcelona

ABSTRACTArts and museum management analysis usually classifies art museums and cultural institutions as a public or private non-for-profit. However, budget and analysis management, as Mark J. Schuster stated, reveals that the majority of museums and cultural institutions cannot be classified neither public nor private non-profit, because they are hybrids. This paper analyses with a multidimensional methodology the different degrees of hybridization of Barcelona's museums and cultural institutions. Finally, we explain its phenomenon as the emergence of a new hybrid local model of museums and cultural institutions, which Barcelona is a singular and advanced case.

It is well known that fiscal policy can counter-cyclically smooth out the effect of unexpected shocks and public deficit volatility may reflect the (optimal) policy response to them. However, the welfare losses associated to fiscal instability are also an important challenge for many countries, as it typically implies an inefficient allocation of resources, higher sovereign risk premium and an inadequate provision of public services. Accessibility of the Italian public administration web pages is ruled by the Stanca Act and in particular the Decree of the Minister issued on July 8, 2005. In this paper, an objective test is performed on the official web pages of the Italian province and region chief towns to check their compliance to the 22 technical requirements defined by the Stanca Act. A sample of 976 web pages belonging to the websites of the Italian chief towns have been downloaded in the period October---December 2012. Labor Market Flexibility and Unemployment: New Empirical Evidence of Static and Dynamic Effects

The aim of this paper is to analyze the relationship between labor market flexibility and unemployment outcomes. Using a panel of 97 countries from 1985 to 2008, the results of the paper suggest that improvements in labor market flexibility have a statistically and significant negative impact on unemployment outcomes (over unemployment, youth unemployment, and long-term unemployment). Among the different labor market flexibility indicators analyzed, hiring and firing regulations and hiring costs are found to have the strongest effect.

The First Decades of Independence – White Finland

The Republic of Finland was established after a bloody civil war between the Reds and the Whites in 1918. This chapter analyses the emergence of Finnish independence and the role higher education played in the new republic in the 1920s and 1930s. During this period, the University of Helsinki was Finland’s dominant higher education institution, even though one public pedagogical college and seven private higher education institutions were also established: two universities (one Swedish-speaking and one Finnish-speaking), three business schools, a technical university, and a higher education institution of social sciences.
