Scales of participation and multi-scalar citizenship in EU participatory governance

The EU still has a democratic deficit and its legitimacy is strongly questioned. This reveals the importance of citizenship and participation in the context of the challenges the EU faces today. The article contributes to the current discussions on the shifting frameworks of participation and citizenship through empirical research into the EU’s participatory governance. It asks how participation is framed in terms of scale and how these scalar framings are used to formulate citizenship in selected projects funded by the EU programmes on citizenship and culture. Support for culture via crowdfunding in question: beyond motivations, an analysis of the barriers to participate

In a context of strong budgetary pressure for non-market cultural organizations and of relative slowdown of crowdfunding campaigns in this sector, this reflection aims to provide a critical analysis of these new forms of financial support for culture. After drawing up a state of the art on the levers and obstacles to participation in such financing operations, the results of a qualitative study based on 43 individuals (donors and non-donors, familiar or not with cultural practices) will be exposed to highlight the diversity of misgivings about crowdfunding, beyond the traditional barriers attached to cultural gift, and the paradoxes that these calls for generosity arouse.

Early marriage and cultural constructions of adulthood in two slums in Dar es Salaam.

This study examines under-18 marriage in urban Tanzania from an ethnographic perspective. Due to poverty and high unemployment, some girls aspire to early marriage. Two pathways to early marriage are identified: first, poverty and gendered economic disparities motivate girls to begin transactional sexual activity at an early age, leading parents to favour early marriage as a risk-reduction measure. Second, educational opportunities are often closed off to girls before marriage, as a result of which early marriage becomes the only culturally approved pathway that allows girls to present themselves to others as a self-sufficient agent. Administrative legitimacy and the democratic deficit of the European Union

This article suggests a new concept of measurement for the EU’s oft-alleged democratic deficit based on two contributions. First, we turn attention to the administrative staff involved in policy-making rather than the (un)accountability of EUs’ parliamentarians and executive agents. Second, building on the idea that policy-makers’ legitimacy depends on the extent to which they can claim to represent some groups or social interests, we assess the extent to which Commission officials’ preferences reflect European citizens’ policy stance.
