New Labour and Devolution: radicalism or bricolage?

This paper argues that New Labour's devolution proposals can be seen as part of a strategy of « political distinction » from the Conservative party, all the more necessary as there had been a conspicuous convergence in most other policy areas. After retracing the history of Labour attitudes towards Home Rule on the periphery of the United Kingdom in the XXth century, the paper focuses on the contemporary period, suggesting that Thatcherism was perceived as an “alien” doctrine in both Scotland and Wales, thus hardening the resolve of a significant part of the population to loosen or break the old constitutional ties. Abstract The purpose of the paper is to clarify the situations when deviations from the rules of good conduct in scientific research are considered to be offenses. The paper, in the first part, it is focused on the idea of offence and it definition, because it is important to define this term in order to compare deviations and offences. Despite the general consensus about freedom of expression being a basic fundamental right on every democratic society, the debate about its boundaries has never found such a pacific agreement. Thus, the Spanish Penal Code has several articles that punish its abuse that are highly contested, like articles 490.3 and 543 that penalize the offenses directed towards national symbols or State representatives. Christian churches control substantial areas of land in Africa. While intensifying struggles over their holdings are partly due to the increased pressure on land in general, they also reflect transformations in the relations through which churches’ claims to land are legitimized, the increased association of churches with business, and churches’ unique positioning as both institutions and communities. This article compares the politics of climate change in the Sundarbans region in Bangladesh and India based on ethnographic fieldwork in four villages and among migrants from these villages in Kolkata and Khulna city by focusing on the long aftermath of cyclone Aila. The comparison highlights different policy options and framings of extreme weather events . Ten years after the cyclone, the aftermath of Aila continues in both regions we studied in Bangladesh and India, but partly for different reasons. Human Technology: An Interdisciplinary Journal on Humans in ICT Environments started in 2005 as an open-access, peer-reviewed academic journal, published only online. At that time, the traditional printed journal model of publishing houses was quite dominant and largely uncontested. Now open-access journal publishing is growing rapidly (Bjork & Solomon, 2014) and providing important alternative routes to researchers’ access to the literature in many disciplines. This editorial only discusses the gold model of open-access publishing, not the green model (traditional journal publishing and a parallel repository). 1
What matters more in open access journal publishing : Scientific rigor or financial vigor?

Academics and librarians around the world are raising concern about the current state of scholarly journal publishing in that the majority of journals are under the control of five multinational commercial journal publishing companies. Some are advocating for scholars to take back control of scholarly communication, particularly because it is the academics who are supplying and managing most of the content for journals. Open access publishing is one option, but the question of sustainability in funding streams raises concerns. Also the roles of scholarly societies, academic association, and universities in looking for stability in nonprofit journal publishing are discussed.
