A dynamic performance management approach to support local strategic planning

In spite of efforts devoted in the last decades to local strategic planning, such field of research and practice has been frequently characterized by a lack of implementation. We argue here that this phenomenon is due to the limitations of the static and linear approach to local strategic planning in fostering the development of common shared view among policy makers on the relevant system's structure and behavior. Accuracy, Coherence, and Discrepancy in Self and Other Reports: Moving Toward an Interactive Perspective of Organizational Dissent.

The purpose of this study was twofold and involved examining the viability of using the Organizational Dissent Scale as an other-report instrument, and developing additional perceptual data related to dissent expression. A sample of 291 people completed survey questionnaire measures of organizational dissent. Equal-sized groups ( n = 97) completed either a self-report, a workplace colleague other-report, or an organizational outsider other-report. Results indicated the Organizational Dissent Scale performed reliably as an other-report, but it showed some tendency for social desirability. Biomass estimator for NIR image with a few additional spectral band images taken from light UAS

A novel way to produce biomass estimation will offer possibilities for precision farming. Fertilizer prediction maps can be made based on accurate biomass estimation generated by a novel biomass estimator. By using this knowledge, a variable rate amount of fertilizers can be applied during the growing season. The innovation consists of light UAS, a high spatial resolution camera, and VTT's novel spectral camera. A few properly selected spectral wavelengths with NIR images and point clouds extracted by automatic image matching have been used in the estimation. The spectral wavelengths were chosen from green, red, and NIR channels.

Linear fusion of interrupted reports in cooperative spectrum sensing for cognitive radio networks

Interrupted reporting has recently been introduced as an effective method to increase the energy efficiency of cooperative spectrum sensing schemes in cognitive radio networks. In this paper, joint optimization of the reporting and fusion phases in a cooperative sensing with interrupted reporting is considered. High school students' perspective to university CS1

This paper presents a qualitative study of a school-university collaborative project where a game-themed CS1 course was offered as-is to high school students. Our specific interest was to explore the students' experiences with the university level course. Our analyses indicate that immediate and regular support was highly important for student performance, as support of this kind could mitigate issues related to students' orientation towards the high workload of the course. Students who showed academic interest were likely to pass, whereas students lacking self-direction or work efficiency were likely to drop out. Here, spectrograms of ongoing electroencephalogram (EEG) of one participant constructed a third-order tensor with three factors of time, frequency and space; and the stimulus data consisting of acoustical features derived from the naturalistic and continuous music formulated a matrix with two factors of time and the number of features. Online activity traces around a "Boston bomber"

This paper describes traces of user activity around a alleged online social network profile of a Boston Marathon bombing suspect, after the tragedy occurred. The analyzed data, collected with the help of an automatic social media monitoring software, includes the perpetrator's page saved at the time the bombing suspects' names were made public, and the subsequently appearing comments left on that page by other users. The analyses suggest that a timely protection of online media records of a criminal could help prevent a large-scale public spread of communication exchange pertaining to the suspects/criminals' ideas, messages, and connections.
Convolutional neural networks in skin cancer detection using spatial and spectral domain

Skin cancers are world wide deathly health problem, where significant life and cost savings could be achieved if detection of cancer can be done in early phase. Hypespectral imaging is prominent tool for non-invasive screening. In this study we compare how use of both spectral and spatial domain increase classification performance of convolutional neural networks. We compare five different neural network architectures for real patient data. Our models gain same or slightly better positive predictive value as clinicians. Towards more general and reliable model more data is needed and collection of training data should be systematic. peerReviewed
