Settore SECS-P/07 - Economia AziendaleQuality in delivering public services has been recognised as a major issue challenging performance in the public sector as well as the ability to operate effectively and within budget constraints. Empirical findings shown by the literature demonstrate that concrete efforts have been produced towards the evaluation and improvement of satisfaction levels of citizens and other Public Administration’s ‘customers’. However still today this issue portrays many unresolved criticalities particularly concerning the methodological approaches and operative tools to adopt in order to integrate ‘customer satisfaction’ programs with the wider organisational control system in each public administration. This paper adopts a non-conventional view of the ‘customer satisfaction’ concept. This is currently meant as a matter of social reporting or even statistical analysis based on the users’ perceptions on the level of provided services by a given (front office) unit in the public sector. Here an inter-institutional perspective is adopted with a view to map the overall value chain leading to the final product delivered to citizens or the community. Inside this chain tracking the underlying administrative products delivered by back-office units to their ‘internal clients’ in the public administration is recommended as a fundamental step to understand how to improve performance in satisfying citizens’ needs. This should also require a proper link between the administrative units’ goals and performance measures to the desired efficiency and effectiveness of processes leading to the attainment of administrative products providing the basis of the final services delivered to the private sector. Based on first empirical findings from field analysis in the Italian context the paper aims to outline an approach which could assist both politicians and managers to better assess and improve performance according to a customer satisfaction perspective.

Developmental profiles of task-avoidant behaviour and reading skills in Grades 1 and 2

Abstract A latent profile analysis approach was used to examine the developmental profiles of task-avoidant behaviour and reading skills in Grades 1 and 2, as well as their antecedents in kindergarten. The participants in this study were 448 children. Four different developmental profiles of task-avoidant behaviour and reading skills were identified. Implications of Timing of Entering Adulthood for Identity Achievement

Five external markers of adulthood, self-perceived adulthood at age 27, and identity achievement at ages 27, 36, and 42 were explored for 95 women and 94 men in a cohort of Finns born in 1959. Earlier transition to adulthood in family life (moving from the parental home, entering marriage or cohabitation, having a child) anticipated higher identity achievement in adulthood. However, later transition to adulthood in working life, composed of the first certification conferral, and entering a full-time job were associated with higher identity achievement. Several investigators have interpreted method effects associated with negatively worded items in a substantive way. This research extends those studies in different ways: (a) it establishes the presence of methods effects in further populations and particular scales, and (b) it examines the possible relations between a method factor associated with negatively worded items and several covariates. Two samples were assessed: 592 high school students from Valencia (Spain), and 285 batterers from the same city. Exploring wider well-being in the EU-15 countries: an empirical application of the Stiglitz Report

We draw on the recommendations of the Stiglitz Report to select a set of economic and social variables that can be used to make cross-country comparisons of wider well-being. Using data for the EU-15 countries for 1999 and 2005, we show how three-way analysis can be used to extract synthetic information from a large data set to determine the main latent explanatory factors. In our case, we identify one dominant factor that we term the development profile, which is positively associated with the level of education outputs, technological progress and female labour market participation and negatively associated with the level of pollution. Access to Secondary Education in Albania: Incentives, Obstacles, and Policy Spillovers

When judged either by educational attainment of adult population or by secondary and tertiary enrollment rates, by 2002 Albania compared very unfavorably to most European countries, including its neighbors. This study examines the determinants of secondary enrollment applying unobserved family effect probit model to data from Living Standards Measurement Survey 2002- 2003. The association between mathematical word problems and reading comprehension

This study aimed to investigate the interplay between mathematical word problem skills and reading comprehension. The participants were 225 children aged 9–10 (Grade 4). The children’s text comprehension and mathematical word problem‐solving performance was tested. Technical reading skills were investigated in order to categorise participants as good or poor readers.
