Restrictions on data-driven political micro-targeting in Germany

The revitalisation of canvassing in recent elections is strongly related to campaigns´ growing possibilities for analysing voter data to gain knowledge about their constituents, identifying their most likely voters and serving up personalised messages through individual conversations. The research literature about political micro-targeting hardly ever focusses on campaigns in parliamentary democracies with strict data protection laws. This paper explores the links between the fields of dynamic capabilities and organisational learning (OL), emphasising the role of the different ontological learning levels. The resource-based view (RBV) is pinpointed as the key origin of the dynamic capabilities view (DCV), in connection with OL and knowledge management. Exudate Segmentation on Retinal Atlas Space

International audience; Diabetic macular edema is characterized by hard exudates. Presence of such exudates cause vision loss in the affected areas. We present a novel approach of segmenting exudates for screening and follow-ups by building an ethnicity based statistical atlas. The chromatic distribution in such an atlas gives a good measure of probability of the pixels belonging to the healthy retinal pigments or to the abnormalities (like lesions, imaging artifacts etc.) in the retinal fundus image. Digital teaching competence is one of the main teacher training needs today. However, teacher training curricula show a significant gap in this area. The objective of this study is to carry out a systematic review of scientific articles published between 2011 and 2020 that analyze the digital teaching competence of pre-service teachers who are mainly studying in Spanish universities.
