The organization of the defense support system: an economic geography perspective

2017

In the context of restricted budgetary resources and the growing cost of maintenance, repair, and overhaul (MRO) activities, a major issue for modern armed forces is to sustain defense platforms. A possible method consists of realizing economies of scale through the concentration of maintenance activities, which involves the spatial reorganization of existing industrial sites dedicated to MRO. This article provides a formalized framework to discuss the optimal organization for the MRO of defense platforms in space. The public planner organizes the maintenance of defense platforms with only two possible spatial configurations. In the dispersed configuration, two industrial production units i…

Serious Game Design for Flooding Triggered by Extreme Weather

2017

Managing crises with limited resources through a serious game is deemed as one of the ways of training and can be regarded as an alternative to a table-top exercise. This article presents the so-called “Operasjon Tyrsdal” serious game, inspired by a real case of extreme weather that hit the west coast of Norway. This reference case is used to add realism to the game. The game is designed for a single player, while the mechanics are framed in such a way that the player will have limited resources, and elevated event pressure over time. Beside applying an iterative Scrum method with seven Sprint cycles, we combined the development work with desk research and used the involvement of testers, i…

Building Resilience Through Effective Disaster Management

2017

Existing literature argues that taking a holistic approach to disaster management is important for organizations in building resilience. Theoretical underpinnings to achieve a holistic understanding, however, is lacking. This article applies the notion of an ecosystem as a holistic lens to understand complex disaster management. The paper reports two case studies from Japan and Nepal to illustrate how an ecosystem works during a disaster. The theoretical framework of information ecology is used in analyzing the cases. Based on the findings, the study shows three interconnected mechanisms that can build resilience of an ecosystem in a disaster management context, namely (1) coevolution, (2) …

Characterization of the porous structure of Chilean volcanic soils by nitrogen adsorption and mercury porosimetry

2004

Pore volume, specific surface area (SSA), and total intragranular porosity (TIP) of Chilean soils derived from volcanic materials were studied. Soil samples involving the 0-15 and 15-30 cm depth of virgin and cultivated Collipulli (Ultisol) and Diguillin (Andisol) soils at two particle size fractions (<1 mm and <2 µm) were considered. From mercury porosimetry and N2 adsorption, mainly mesopores (pore diameter, dpore, about 10 nm) were determined for <1 mm Collipulli samples. Diguillin <1 mm soil shows macroporosity with dpore from 70 nm to 7000 nm. The clay fraction of Collipulli has macropores (dpore from 2000 nm to 40000 nm) and mesopores (dpore from 3 nm to 23 nm), while for Diguillin cl…
