A significant increase of student annual flows imposed the implementation of reforms that led to an increase in the number of higher education institutions and universities. This article presents an overall view and assessment of school autonomy. First it analyses the theoretical foundations of autonomy in economic and sociological theories and then it goes on to study the school autonomy policies and their regulatory mechanisms in the United Kingdom, the United States and France, particularly by means of inspections, self-evaluations, and the rendering of accounts. Next it weighs up the effects of autonomy according to regulatory models. It is concluded that autonomy on its own has no direct effect on the efficiency of schools.

National audience; La régulation de l'action des enseignants par leur chef d'établissement est étudiée à partir d'une enquête menée en 2005 auprès des chefs d'établissement scolaire du second degré. Il en ressort que les chefs d'établissement jugent en grande majorité légitime d'intervenir sur le travail des enseignants mais qu'un tiers au moins intervient réellement dans ce domaine, de façon plutôt informelle, et que c'est dans leurs établissements, que les enseignants travaillent le plus ensemble.

The results of this research highlight the inequal nature of the process of choosing school careers upper secondary schools according to the school attended by the pupils, notably according to the social background within the school. If important social and academic differences appear in the pupils' study choice, they are mainly ratified by the staff (who tend even sometimes to emphasize them). Thus, the choice appears to be an internal process which come under the policy teach school, which consists in part in managing the social background of the pupils by allocating the later more or less equally between the different tracks available.
