Our aim is to provide an account of constitutive rules in terms of (1) the acceptance of regulative norms, and (2) a cognitive process we call “symbolization” (in an altogether different sense from what J. R. Searle means by this word). We claim, first, that institutional facts à la Searle boil down to facts concerning the collective acceptance of regulative norms in a given community. Using 2.93 fb^{-1} of e^{+}e^{-} collision data taken with the BESIII detector at a center-of-mass energy of 3.773 GeV, the observation of the D^{0}→K_{1}(1270)^{-}e^{+}ν_{e} semileptonic decay is presented. The statistical significance of the decay D^{0}→K_{1}(1270)^{-}e^{+}ν_{e} is greater than 10σ. The branching fraction of D^{0}→K_{1}(1270)^{-}e^{+}ν_{e} is measured to be (1.09±0.13_{-0.16}^{+0.09}±0.12)×10^{-3}. Here, the first uncertainty is statistical, the second is systematic, and the third originates from the assumed branching fraction of K_{1}(1270)^{-}→K^{-}π^{+}π^{-}. Search for Lepton Number and Flavor Violation in K+ and π0 Decays

Searches for the lepton number violating $K^{+} \rightarrow \pi^{-} \mu^{+} e^{+}$ decay and the lepton flavour violating $K^{+} \rightarrow \pi^{+} \mu^{-} e^{+}$ and $\pi^{0} \rightarrow \mu^{-} e^{+}$ decays are reported using data collected by the NA62 experiment at CERN in $2017$-$2018$. No evidence for these decays is found and upper limits of the branching ratios are obtained at 90% confidence level: $\mathcal{B}(K^{+}\rightarrow\pi^{-}\mu^{+}e^{+})<4.2\times 10^{-11}$, $\mathcal{B}(K^{+}\rightarrow\pi^{+}\mu^{-}e^{+})<6.6\times10^{-11}$ and $\mathcal{B}(\pi^{0}\rightarrow\mu^{-}e^{+})<3.2\times 10^{-10}$. An undescribed diaptomid copepod probably belonging to a new Mastigodiaptomus species has been discovered and was very abundant in El Junco Lake (San Cristóbal Island, Ecuador) from 1966 until 2004. The species was not found in samples from 2007, 2008 or 2018. The loss of this key species from the lake coincides with the illegal introduction of Nile tilapia to El Junco Lake in 2005 and its subsequent eradication in 2008. Genetic analysis of the association between alcohol, cocaine, and opiate addiction and variable number tandem repeat (VNTR) polymorphisms in monoamine oxidase B (MAOB) and serotonergic 5-hydroxytryptamine (serotonin) receptor 1B and 2C (HTR1B 21 and HTR2C) pathway genes was performed in a sample of 302 polyconsumers. Our genetic association analysis revealed a significant association between a 184 base pair (bp) VNTR polymorphism in the MAOB gene and addiction to cocaine and opiates.
